To whom it may concern:

If you are going to purchase toilet seat covers for your customer rest room (or public rest room for you government procurement officers), you can probably save money by not getting those with the lowest unit cost.

Because I’m pretty sure the unit price has an inverse relationship with the number needed to be pulled out of the dispenser until one doesn’t tear coming out of the box or float right down into the toilet as soon as it is placed on the seat.  Because I’m going to use as many as it takes to effectively cover the seat.  So if they’re the cheapest, you can count on me using at least two, because the first one always tears coming out of the box.
